Document 2: Internal Memo - “On Admitting Omitted Truths After Crisis” (2030)
Subject: Post-Crisis Transparency Measures (Spore Incident Follow-up)
MinInfo Internal Memo

Subject: Post - Crisis Transparency Measures (Spore Incident Follow - up)
Team,
Now that six months have passed since the [REDACTED] Spore Incident and public anxiety has fully abated, it is time to consider disclosure of certain details we withheld initially.
Our credibility long - term benefits from honesty once it’s safe. Specifically, I propose we quietly include in next quarter’s “State of Security” report to the Citizens’ Assembly:
-
A mention that an attempted bio - attack occurred in April (already known in general, but we omitted extent).
-
An admission that initial detection was delayed due to sensor calibration errors, but swift action still prevented breach.
-
Steps taken since: upgraded sensors, new training for rapid response.
By framing it as lessons learned and improvements made, we turn a past vulnerability into a narrative of growth. This also undercuts any potential whistleblower or leak from framing it as a “cover - up.” We preempt that by owning up.
This approach aligns with Principle 2 and 4 of our Custodianship Principles.
Please prepare a draft of the relevant section of the report and circulate for review. Ensure language is factual, humble, and assures public that at no point was there actual exposure.
Signed: A. Calise
