FORECASTER · RESEARCH DRAFT

The Cloud Has a Power Bill

Who pays for the AI boom?

By Kevin L. MichelResearch draft · October 2026

A note before we begin

This book follows the physical systems behind AI and asks how their costs and gains can be shared fairly. All everyday people, conversations, towns and planning scenes used to explain an idea are imagined illustrations, not interviews, reported cases or memories from my life. Named institutions, studies and rules are identified in the notes. The proposed questions, diagrams and public bargain are my analysis, not established legal standards. Research was checked through October 1, 2026. Rules described as approved for a later date were not yet in force at that cutoff. I argue for useful progress with dependable infrastructure, enforceable safeguards and a real public share in what we build.

The complete research draft is available here to read online. It remains open to revision; commissioning supports the finished, edited PDF edition.
